Strengthening Digital Safety Across Europe

Digital safety depends not only on technology, but also on accurate evidence, responsible assessment and clear routes for escalation.

Evidence before escalation

Online reports can contain a mixture of direct observations, allegations, screenshots, links and third-party claims. A responsible assessment preserves the original material and distinguishes what can be verified from what still requires independent review.

A proportionate response

Not every concerning post requires the same response. The seriousness of the apparent harm, the vulnerability of people involved, the reliability of the evidence and the relevant jurisdiction all matter when deciding where a concern should be directed.

The role of independent monitoring

Independent monitoring can help organise fragmented information into a coherent chronology and identify indicators that may deserve closer examination by a platform, institution, regulator or competent authority.
